Roanoke Cooperative is updating the way electric service charges are presented on monthly bills beginning October 1, 2026. This page answers the most common questions about what is changing, why the changes are being made, and the programs and resources available to help member-owners manage their energy use and electric bills. 

What is changing on my electric bill?

Beginning with October 1, 2026, Roanoke Cooperative is simplifying how electric service charges are presented on monthly bills.

For all member-owners, the most noticeable change will be the removal of the separate Wholesale Power & TIER Adjustment or Power Cost Adjustment line item. Those costs will instead be incorporated into the applicable electric rate.

Is this a new rate increase?

No.

These updates will not increase the overall level of cost recovery established with the Cooperative’s May 2024 rate adjustment.

Instead, they simplify how electric service charges are presented on your monthly bill.

Why is Roanoke Cooperative making this change?

When the Cooperative implemented its May 2024 rate adjustment, certain costs were presented separately to provide greater transparency during a period of significant investment.

Today, those investments have become part of the Cooperative’s long-term operations and the services we provide to our member-owners. Roanoke Cooperative owns both electric and fiber infrastructure that will continue serving our communities for decades to come. Like other long-term utility assets, these investments are recovered over time as part of the Cooperative’s ongoing operations.

As the Cooperative has transitioned from building infrastructure to managing these long-term assets, the Wholesale Power & TIER Adjustment is being incorporated into the applicable electric rates rather than continuing to appear as a separate line item. This results in a simpler and easier-to-understand monthly bill.

Why does my Energy Charge look higher?

The Energy Charge reflects the cost of the electricity you use each month and is based on the number of kilowatt-hours (kWh) consumed during the billing period.

Beginning October 1, 2026, the Energy Charge will also include costs that were previously shown separately as the Wholesale Power & TIER Adjustment. As a result, you may notice that the Energy Charge appears higher than on previous bills because those costs are now included within the Energy Charge instead of appearing as a separate line item.

This change does not represent an additional overall rate increase beyond the Cooperative’s May 2024 rate adjustment. It changes how these costs are presented on your monthly bill.

What is the Basic Facilities Charge, and is it changing?

The Basic Facilities Charge is not new. It has been part of Roanoke Cooperative’s electric rates for many years.

Beginning with the Cooperative’s May 2024 rate adjustment, the Basic Facilities Charge began appearing as a separate line item on monthly bills. Previously, these costs were included within the overall electric rate. Itemizing the charge provides greater transparency by allowing member-owners to see a portion of the fixed costs associated with providing electric service.

The Basic Facilities Charge helps recover a portion of the costs of maintaining the electric distribution system, including poles, wires, transformers, substations, meters, and other equipment needed to safely and reliably deliver electricity.

Because Roanoke Cooperative serves a large geographic area with relatively few member-owners per mile of line, many of these costs remain the same regardless of how much electricity is used. Recovering a portion of these fixed costs through the Basic Facilities Charge helps support the reliable operation of the electric system while keeping the remainder of the bill more closely tied to a member-owner’s energy use.

There are no changes to the Basic Facilities Charge as part of the October 1, 2026 updates.

Why is the Wholesale Power & TIER Adjustment being removed?

When the Wholesale Power & TIER Adjustment was introduced in May 2024, it provided greater transparency during a period of significant investment by separately identifying certain costs on monthly bills.

Beginning October 1, 2026, those costs will be incorporated into the applicable electric rate rather than appearing as a separate line item. This simplifies the bill while maintaining the overall level of cost recovery established with the Cooperative’s May 2024 rate adjustment.

Will everyone see this change?

Yes.

All member-owners will notice the removal of the separate Wholesale Power & TIER Adjustment line item. The way those costs are incorporated varies depending on the applicable rate schedule.

Are there changes for commercial and industrial accounts?

Yes.

Commercial and industrial rate schedules are also being updated to simplify how electric service charges are presented and to modernize the Cooperative’s rate structure. These changes vary by rate schedule. Members served under commercial or industrial rates who have questions are encouraged to contact Member Services for additional information.

What is Roanoke Cooperative’s role in fiber today?

Roanoke Cooperative continues to own the fiber infrastructure constructed throughout our service territory. Those fiber investments remain assets of the Cooperative and, like other long-term utility investments, are recovered over time while continuing to create value for our member-owners.

In October 2025, the Cooperative transitioned responsibility for future broadband expansion and retail internet service to eNCore, which provides internet service under the Fybe brand. Through a long-term lease agreement, eNCore uses the Cooperative’s fiber network to deliver high-speed internet service throughout our service territory.

This structure allows Roanoke Cooperative to remain focused on its core mission of providing safe and reliable electric service while continuing to own and manage its fiber infrastructure as a long-term Cooperative asset.

What programs and resources are available to help member-owners manage their electric bills?

Roanoke Cooperative offers a variety of programs and resources designed to help member-owners manage energy use and monthly electric bills, including:

  • Levelized Billing
    to help make monthly bills more predictable throughout the year.
  • Upgrade to $ave®
    to improve home energy efficiency and reduce long-term energy use.
  • Time-of-Use Rates
    for eligible members who can shift energy use to lower-cost, off-peak periods.
  • Smart Grid Programs
    including connected thermostats and water heater controls, that help reduce demand while offering participation incentives.
  • The MyUsage Portal and Roanoke Cooperative App
    which allow members to monitor daily energy use, set usage alerts, and better understand their electric consumption.
  • Bright Bucks
    funded through grant partners, which provides up to
    $600 annually
    in electric bill assistance for eligible income-qualified member-owners.
  • Community Assistance Partnerships
    including referrals to local Departments of Social Services and other organizations that provide energy assistance.
